THIS CONDITION AND WATER VAPORS FROM THE CRANK THAT FREEZES AT LOW AMBIENT AIR TEMPERATURES PREVENTS THE THROTTLE PLATE FROM CLOSING AS THE DRIVER RELEASES THE GAS PEDAL, CAUSING LOSS OF THROTTLE CONTROL.]]></summary>
